I prefer the hourly gradual idea personally. It really marginalizes the importance of rollover which as a game played around the world, it's probably a good thing. Well, to give an idea of another way this is done, SSW knocks off a fullness and drunk every hour and you also get 2 turns an hour. There are no rollover turns given.
