Yes, but you're not getting one. Pay more attention to your stats.
Seriously, resting is a lot like real life - you CAN rest any time you like, but if you're not tired, then you won't get any benefit from it. Check your HP/TP before you click the "Rest" link.
There actually is a good technical reason for there NOT being a "you don't need to rest" message, which I won't go into here, but trust me when I say it ain't gonna happen.
